KL Draft Plan

The MIC has set up a special committee comprising architects, lawyers and professionals to study City Hall’s draft plan for 2020.
Party supremo Datuk Seri S. Samy Vellu said it would make recommendations to City Hall to ensure that the needs of the Indian community were addressed.
Samy Vellu said City Hall should ensure that housing developers allocated land for places of worship, including temples.
“There should also be proper infrastructure facilities to conduct rituals for the deceased in their residential areas, especially for those who live in flats,” he said.
He said City Hall should also provide hostels for students from rural areas who study in secondary schools or colleges in the city.
Samy Vellu also urged City Hall to allocate flats for the lower middle-class, rather than only to those below the poverty level.

Better ask Samy Vellu to stop wasting time and setting up another committee. there are present set up such as the Coalition of Residents Associations of KL against the KL Draft Plan mobilised and have started work. It is better to join hands with them and address the issue. If you have been reading the newspaper lately, you will know what I am talking about here. They have senior lawyers (Datuk Dominic Puthucheary) and activists like lawyer Derek Fernandez plus the entire Presidents of RA's from Bangsar all the way to Federal Hill sitting on this committee. Better pull the resources together rather than start something afresh. Cheers!

For your information,the very existence of the Draft Plan itself was illegal and ultra vires as it did not subscribe to the National Physical Plan.

AS A RESULT, THE KL DRAFT PLAN VIOLATES FUNDAMENTAL STRATEGIC POLICIES OF THE NATIONAL PHYSICAL PLAN

The points are that The Kuala Lumpur Draft Local Plan 2020 was prepared in pursuance of section 13 of the Federal Territory (Planning) Act 1982. It is mandatory for the strategic policies of such Local Plan to comply with the strategic policies of the National Physical Plan (NPP) adopted under Section 6B of the Town and Country Planning Act 1976. In order to secure a sustainable Kuala Lumpur Local Plan by 2020, the Local Plan has not only to be consistent with the National Physical Plan but also with the Kuala Lumpur Structure Plan 2020. However, the policies of the Draft Kuala Lumpur Plan 2020have violated the strategic policies of the National Physical Plan rendering the Local Plan 2020 invalid. Under the circumstances, the Draft Kuala Lumpur Plan 2020 should be withdrawn. The Draft Kuala Lumpur Local Plan 2020 has made assumption that Kuala Lumpur’s population of 1.6 million is expected to grow to 2.2 million by 2020. In order to accommodate the additional 600,000 people in the city by 2020 it will be necessary it increase the density and therefore development will be intensified. This is in contrast with the policies in the National Physical Plan which is legally binding on the Federal Territory of Kuala Lumpur. The NPP provides that the city of Kuala Lumpur with its density of population of 68 persons per hectare is to be reduced to about 25 persons per hectare. On the contrary, the Local Plan attempts instead to increase the density of population in many areas.A breakdwon will soon follow. Thanks!

dear sir,

i think the noble (and correct) thing to do is to retract the KL Plan, issue public apology to the KL people and start work on new plan. there is not a single group other than DBKL (and developers who stand to gain big profit) which support the draft.

the papers have written about the flaws of the plan, and the anger of resident association and pressure groups, so i'm sure you are aware of all the problems.

i agree with the earlier suggestion that mic work together with existing groups, rather than create another headache. prove that you can get mic to work with other people.

i hope you don't give reason that these resident groups are pro-opposition or anti-govt. that kind of excuse doesn't cut anymore.
